The People Programs Specialist supports the delivery of effective and consistent People & Culture practices across the organization through hands-on program execution, analysis, and advisory support. This role works collaboratively with managers, employees, and People & Culture partners to administer and enhance people programs—including recognition, engagement, and employer awards—while supporting key employee lifecycle activities such as onboarding, offboarding, occupational health and safety processes, and the application of BCAA policies and procedures. The Specialist contributes to program implementation, reporting, and continuous improvement, providing applied P&C expertise.
Key Responsibilities:
Create, execute, and sustain people programs across BCAA, including Recognition, Milestone Rewards, and Employer Awards, supporting program enhancements and continuous improvement
Deliver the end-to-end administration of BCAA’s annual employee lifecycle survey, including survey design, system configuration, reporting, and development of leader-ready dashboards
Partner with Centers of Excellence and business leaders to support the distribution, interpretation, and application of employee experience insights across the organization
Develop presentations, reports, and supporting deliverables that communicate People & Culture projects, programs, insights, and recommendations to stakeholders
Coordinate and manage Employer Award submissions across People & Culture, ensuring consistency, quality, and alignment; advise Centers of Excellence on best-practice approaches
Liaise with People & Culture Centers of Excellence to support people program delivery and respond to people services-related inquiries
Support the implementation and ongoing administration of People & Culture programs, including Wellness, Engagement, Onboarding, Recognition, Length of Service, and Employer Awards
Prepare and analyze reports, dashboards, and metrics to assess the effectiveness and outcomes of key HR initiatives and programs
Health & Safety
Supports in implementation and administration of all Health, Safety programs, initiatives, and policies to ensure compliance with regulatory requirements, and to meet the needs of BCAA
Liases with internal and external to schedule assessments, investigations, audits, etc.
Completes monthly and annual inspections, ensuring compliance
Participates in Joint Occupational Health & Safety Committee
Works closely in partnership with operation leadership ensuring program adherence, appropriate escalation as required, and that best practices are designed and executed with Health & Safety in mind
Promotes safety awareness among team members by providing accurate and informative data, conducting safety meetings, giving timely feedback on safety suggestions, and visibly supporting the safety programs
People and Culture Support
Support in responding to general team member inquiries, resolving standard HR issues and liasing with People Services Leaders as required
Support People Services leaders in creation of letters and documentation
Maintains an inventory of office supplies, prepares supply orders, and proactively organizes supplies to ensure tidiness
Maintains physical and electronic confidential files, record management and storage
Provides meeting support including sending invitations, securing meeting space, and making any other necessary arrangements
Leads coordination of events including planning, set up, take down and making necessary arrangements
Carry out other related tasks and projects as assigned as required (communications, adoption etc.)
Qualifications:
Completion of post-secondary diploma or degree in Human Resources or other business related program.
Minimum of 3 years in an HR administrative role within a medium to large organization
Level 2 first aid or willing to obtain in 3 months
Excellent communication skills
The ability to provide excellent service and be innovative and solve problems quickly and efficiently to create the best employee and member experience possible
A true passion for safety and ability to think proactively to address future situations
Intermediate experience & skills with Microsoft suite of products. Experience with SharePoint an asset.
Ability to cope with pressure and adapt well in high stress/pressured first
Valid BC Driver’s License, access to vehicle and a clean driver abstract
The salary range for this position is $62,274.60 to $77,843.16 and is determined via job-related knowledge, skills, experience, certifications, market demand and internal equity. In addition to base salary and BCAA benefits, this position is eligible for a performance bonus target of 4.8%, with the opportunity to earn up to 9%.
